Organised by the Associação Portuguesa de Urbanistas (APU) and the European Council of Spatial Planners – Conseil européen des urbanistes (ECTP-CEU), the Biennale will bring together spatial planners, researchers, policymakers and representatives of public authorities from across Europe. 

The Lens of Time in Spatial Planning

Under the theme “The Lens of Time in Spatial Planning”, the 2026 edition will explore time as a vital dimension of space, reflecting on the capacity of cities, territories and communities to respond to rapidly evolving cultural, social, environmental and technological transformations. 

The programme is structured around four dimensions of time:

  • Time of Process – Agility in Planning and Administration
  • Time of Execution – Construction & Circularity
  • Time of People – Sovereignty & Rhythms
  • Time of New Frontiers – AI, Digital & Social Paradigms 

Four keynote speakers will contribute their perspectives across these themes: Jaan Saar, Kees Christiaanse, Henriette Vamberg and Wei Yang. 

Three days of exchange in Lisbon

The Biennale will offer three days of discussions, presentations, knowledge exchange and networking, providing a meeting point for professionals working across spatial planning, urbanism and territorial development. 

The event will take place at the Manuel Rocha Congress Centre at LNEC – Laboratório Nacional de Engenharia Civil, in Lisbon.
